If that’s a phone that has Android, try the PDAnet app, it will do exactly what you want. It connects your phone to your laptop via USB. The free version of PDANet doesn’t allow access to secure sites (https).
Yes, you can use the Touch Pro2 to get internet on your laptop. It comes with an app called Internet Sharing pre-installed on it. You just connect it to your laptop using the USB cable, and run the Internet Sharing app, then tap on Connect in the bottom left corner. I used my Touch Pro2 to tether all the time before I got my HD2(use my HD2 now), and never had any issues with tethering. You can also search on the XDA-Developers website for the HTC Wifi Router app(free) if you want to connect via wifi instead.
