I believe that GPRS settings are assigned by the service provider not the phone manufacturer. You need to either have a contract or a pre-paid account to be assigned a setting. Try leaving the setting blank and see if China Telecom assigns a setting for you. Otherwise I think you need to contact China Telecom.
You need to subscribe to this service,go to any China Mobile sales outlet and they will assist you with the settings once you have met with all the formalities.

just go to Settings > Connections > GPRS, then add these settings . . . in the Explorer, go to Menu > Tools > Options > Connections, you need to unclick the Auto detect and Select Network: The Internet . . . hope this helps . . .
